The emphasis might be different depending on the aspects, but the ritual can be done for any Scorpio Full Moon, and you can but I'd recommend doing moon water intentions for things you're calling in, not releasing :)

That's when it would be most potent, but generally you have three days leading up to the full moon and three days after to do the ritual.
